Barstow Health Foundation is governed by a volunteer Board of Directors with expertise spanning healthcare, behavioral health, education, finance, law, and public service.

The Board provides multidisciplinary leadership to guide the Foundation’s regional health and community-based initiatives, focused on expanding access to care in underserved communities.

Juan Rivera, CGRC, CISSP

Chair

Retired senior federal executive and U.S. Marine Corps veteran with expertise in public safety, interagency coordination, and community-based initiatives. Provides strategic leadership focused on expanding access to care, improving community health outcomes, strengthening workforce development, and advancing community-based health initiatives in underserved regions.

Dr. Vinney Williams

Director

Director of Supportive School Climate, Barstow Unified School District. Expert in youth wellness and trauma-responsive systems.

Dr. Jennifer Rodden

Secretary

Dr. Rodden serves as Dean of Career Technical Education at Barstow Community College, specializing in workforce development and healthcare pipeline programs.

Crystal Nielsen, Ed.S., M.A., PPS

Director

Psychologist with Silver Valley Unified School District, providing expertise in behavioral health and adolescent wellness services.

Jay Still, J.D., MT (ASCP)

Director

Attorney and certified medical technologist with extensive experience in clinical laboratory sciences, pathology, toxicology, and quality assurance.

Brings a unique combination of legal expertise and healthcare operations insight, with a strong background in regulatory compliance, clinical systems, and public service leadership.

Stacey McCray

Treasurer

Banking and financial operations professional with expertise in fiscal oversight, financial governance, compliance, and organizational accountability.

Dr. Abram Milton

Director

Clinical psychologist, researcher, and retired U.S. Marine Corps veteran with extensive expertise in trauma, veterans’ mental health, and integrated behavioral health systems.
